If you want to move menuItems in a ToolStrip, you can't just drag and drop them into a new position.

You need to Cut the menuItem from the menu and Paste it into it's new position by right clicking it.

After which you are going to need to re-bind the event handlers by clicking the Lightning Bolt in the properties window.
