Sometimes explorer crashes and when you try to open it you will get the failure System Call Failed when you try to re-open it.
To fix this you need to restart explorer.exe in the task manager.
Once you click restart your taskbar will close and re-open once the restart has been completed. If you click on file manager you should be able to open it again.
