Bucket Server Update

I have been cleaning up and standardizing the scripts. They now use functions and automatically switch the working directory. Email functionality has been improved and it will only sent one after the queue has been cleared.

The webm conversion has been changed to two pass VP9 encoding as recommended by Google.
